CAO praised for Securing Substantive Positions for Civil Servants in Kisoro

Bizimana further commended CAO for securing Substantive positions for two heads of department; District Education Officer and District Production Officer who have been serving in acting capacity for a long time.

The Kisoro District Council led by the LCV chairperson Abel Bizimana have praised acting Chief Administrative Officer Hajji Mayanja Majwala Badru for his exceptional efforts in securing Substantive positions for the District Education Officer and Productions Officer.

The commendations were raised on the floor of Council earlier this week.

LCV chairperson Abel Bizimana said Mr. Mayanja has managed to revive district management.

According to a recent accountability report from Parliament of Uganda, Kisoro district was one of the best performing Local Governments in terms of funds absorption at 99% followed by Rukungiri (98%) among others.

Bizimana says the Technical Planning Committee (TPC) currently have minutes for every week for the last seven months, which is something that has never happened in Kisoro before.

Bizimana further commended CAO for securing Substantive positions for two heads of department; District Education Officer and District Production Officer who have been serving in acting capacity for a long time.

Emmanuel Mwumvaneza, the District Education Officer and the District Production Officer will now be able to execute their duties to the best of their ability.

District Councilor representing Southern Division James Agaba, while before the Council moved a motion that Hajji Badru Mayanja being given a certificate of recognition for his exemplary leadership and ensure that he is promoted to Substantive Chief Administrative Officer for Kisoro district.

Johns Mfitumukiza, the District Councilor for Nyarusiza Sub County, seconded the motion and commended Mayanja for his efforts in quelling conflict and promoting punctuality among civil servants at the district.

While before the district Speaker, Amos Hakizimana, a plea was made by the Council to secure a deputy Chief Administrative Officer for Kisoro who can support and compliment the work being done by Hajji Badru Mayanja.

Principal Secretary to the CAO George Kwizera was also commended for ensuring work at the district progresses smoothly, especially in the absence of the CAO.

Hakizimana Martin Joins DEC

The Muramba sub county LCV Councilor, Martin Hakizimana has been appointed as the new Secretary for Social Services on the District Executive Committee (DEC).

The appointment was made by Kisoro district LCV chairperson Abel Bizimana during the last district Council of the financial year 2022-2023.

Hakizimana Martin, who is also the Political assistant to Bufumbira South Member of Parliament Hon. Alex Niyonsaba replaces the Nyundo Sub County LCV woman councilor Tumwakyire Bernadine.

Tumwakyire has been appointed as Secretary for Finance and Administration.

Hakizimana takes on a big docket of Social Services that now encompasses Education and Health.

Bizimana says Hakizimana’s appointment is an appreciation to the people of Muramba Sub County who voted for him overwhelmingly.

Several reshuffles have been made with members of the DEC returning to former positions.

Kisoro District Vice Chairperson Nambajimana Alex moves from Secretary of Works to Secretary of Production while LCV woman Councilor for Busanza and Mupaka Town Council Pamela Nyiraguhirwa takes up the position of Secretary for Works and Technical Committee moving on from Production Committee.
