Kisoro Resident District Commissioner Hajji Shafiq Sekandi has ordered for the immediate suspension of Kisoro District PDM focal person Geoffrey Kazungu for allegedly failing to be computer literate.
He has now been replaced by Kisoro District Veterinary Officer Dr Ngabo Herbert.
The decision comes following growing frustration among communities who have shown great interest in accessing PDM funds, only to be frustrated by Parish Chiefs.
Sekandi says, only 20% of the targeted beneficiaries from the district have successfully received their funds amounting to One Billion and One Hundred Million Ugandan Shillings.
According to Sekandi, over 560 people are yet to receive any money despite meeting all the necessary requirements.
Over Six Billion Ugandan shillings was sent to Kisoro for the Parish Development Model Program.
Town agents in Kisoro municipality have managed to surpass their counterparts at the Kisoro district by successfully disbursing over 90% of the monies to the targeted beneficiaries.
Sekandi revealed that Parish Chiefs operating in the Sub Counties have shown lack of knowledge when it comes to operating computers therefore it has caused great delays and discomfort to the people of Kisoro.
Nyundo, Kirundo, Nyabwishenya, Bukimbiri and Nyakabande Sub counties have been identified as some of the worst performing Sub counties.
Rukundo town council, Rubuguri, Bunagana, Mupaka, Nyanamo, Cyanika and Chahafi are some of the best performing town councils with multiple beneficiaries.
“The four parishes of Kahurire A, Muganza, Bubuye and Gisozi have not yet been certified to benefit from the PDM project due to mistakes done while formulating parish SACCO bylaws”, Sekandi said.
According to Sekandi, the Office of the Chief Administrative Officer (CAO) has been engaged to write to all Parish Chiefs who are still lagging behind so that immediate action is taken.
He further advised them to work throughout the night to ensure more beneficiaries are captured so that more pay outs are accessible to the people of Kisoro by this week.
Over 10,000 bank accounts have been opened in both DFCU and centenary banks and long queues of people eager to access funds can still be seen.
Security has since warned people from keeping their money under the mattress or from broadcasting to friends and family that they have received money because wrong elements can easily target them.
At least two suspects, allegedly from Masaka have been arrested after they were caught camping at DFCU bank trying to steal from people.
