The Muramba Sub County Council has refused a district council’s resolution offering, three acres of Rwerere public land to the area Member of Parliament, Hon. Alex Niyonsaba (Seruganda) for the establishment of a Tourism and Hospitality institute.
During a Sub County extraordinary council meeting held yesterday, Seven out of Nine councilors presented a vote of no- confidence in the district resolution.
The councilors argue that Rwerere land is limited to Government projects only, including priority projects such as a seed Secondary school, public market, Health Centre III among others.
The councilors, claim that the district is not following a proper procedure by offering public land to an individual whose interests are unknown to the community.
Rwerere Public land is said to have at least 18 acres of land that has still not been put to use.
Background
On 22nd December 2022, during a district Council session, the Kisoro district LCV chairperson Abel Bizimana requested his council to allocate the said land for development.
A day before,21st December, 2022, during a District Executive Meeting (DEC), under minute 27 (ii)/DEC/2022/2023, the meeting recommended that three acres of land from Rwerere public land be approved by the district council for allocation to Hon. Niyonsaba Alex by the District Land Board.
During the council session, the district council unanimously passed the resolution.
The Kisoro Chief Administrative Officer Hajji Badru Mayanja said the resolution would not take immediate effect because it is only an act of Parliament that can allow such decisions on land use.
Local residents in Muramba who spoke to Voice of Muhabura advised the Bufumbira South MP to abandon the idea of using the Government land for his own interests.
The residents, insist that if he truly wants to develop tourism in the area, he should buy his own land and construct the school there.
Despite the resistance, Muramba Sub County LCV councilor and Political assistant to Hon.Niyonsaba, Martin Hakizimana says, that the proposed institute is a blessing to people of Kisoro especially the youth, who still lack a training ground to develop their tourism potential.
Nzabona Francis, the area LCIII Chairman also says the decision to snub a district resolution is a regrettable one.
According to Nzabona, the leaders at Sub County level need to re-consider because Rwerere land is large enough to accommodate different projects.
