A total of five distinguished members were yesterday sworn in by the Kisoro Grade one Magistrate, His Worship Vueni Raphael as the new district land board.
The land board in Kisoro district has been unproductive for the last one year leading to a case pile up of 50 land title applications.
Former Bufumbira East Member of Parliament (MP) aspirant Roland Nkrumah Kanya takes the helm as the new chairman of the land board.
Other members include Kisoro Hospital senior Village Health Teams (VHT) leader Hadijah Kabaganda, Retired Magistrate Gatera Restituta Muhuta, Tour Operator and Opinion leader in Rubuguri town council Kanyamunyu Fidelis and Businessman Peter Nsenga.
His worship Vueni Raphael officiated the ceremony that saw the members take the official Oath and Oath of Secrecy.
During his address, His worship Vueni generously offered advice, reminding the new members, not to abuse the powers entrusted to them by the people of Kisoro.
He explained that the task ahead, is one of great difficulty, however he encouraged the members to make regular consultations on matters that are not clear.
“Most land boards in Uganda are corrupt and that is why People have lost trust in such institutions. We must see a difference this time round. Please ensure our people access land titles without having to pay more money in bribes than the actual land they are interested in owning”, Vueni explained
According to the Assistant Chief Administrative officer (ACAO) Rukundo Manasseh, 10 million shillings is the amount of money directed towards land board activities every year, which is hardly enough to make their work effective.
Mr. Rukundo further pointed out that the district still lack a land Valuer due to financial constraints in the wage bill.
The Secretary of the land board who also doubles as the senior land management officer Thomas Sekabanza revealed that inventory of Public land in Kisoro is still a major challenge as the district does not have specific details of Government land
According to Sekabanza, this has escalated the number of people encroaching on Government land.
The new land board chairman Roland Nkrumah promised to work hard to change the face of the district land board which has in the past been known for Bribes (Kitu Kidogo).
The new land board replaces Rev. Fr. Joseph Sebatware of Mutolere parish and Elias Kabanda, a senior leader in the NRM party Kisoro branch.
The Kisoro district LCV chairperson Abel Bizimana said the land board has the mandate to expedite the process of Ugandans getting their land titles without any delay.
He vowed to engage his council to ensure that the land board budget is increased so that its functions are relevant to the people of Kisoro.
Bizimana encouraged all Ugandans to get land titles because they can be useful in securing one’s property from scheming people.
