Police in Kisoro has arrested a 43 year old man for allegedly defiling and infecting his 4 year old daughter with HIV/AIDs.
The suspect, by the names of Justus Twesigomwe, is currently on remand at Kisoro Government prison is a resident of Nyaruyaga Village, Nyamagana Ward, Kisoro Municipality.
Kisoro O.C Station Steven Ogwang said the case has been registered as aggravated defilement under reference 40/11/07/2022.
Dianah Niyonsaba, wife to the suspect and mother to the child says her husband defiled her daughter after she had being chased out of the home by the husband.
Niyonsaba described her husband as a violent man who often beats her.
According to Niyonsaba, when she returned the next day in the morning, she found her daughter crying in pain while touching her private parts.
Upon interrogating her daughter further, she discovered that the father had defiled his own daughter. She says she rushed her child to Kisoro Hospital for a medical examination.
“My worst fears were confirmed. My child had been defiled and worse still, she has been infected with HIV/AIDs”, said Niyonsaba
The medical workers intervened in the matter and reported the case to Police after Niyonsaba was too afraid to stand up against her tormentous husband.
Cases of defilement are steadily on the rise in Kisoro district as many go unreported while in some instances, perpetrators bribe their way out of such compromising situations.
Uganda’s Penal Code Act defines defilement as the performance of a sexual act with someone who is younger than 18.
The act is punishable by up to life in prison.
When the offender is infected with HIV or AIDS, is the parent or guardian of the person defiled or when the person defiled is under 14. The punishment for aggravated defilement can be death, and the sentence for an attempt at aggravated defilement can be up to life in prison.
