Police Man blocks access to Municipal road, demands authorities to fix the sorry state of roads.

A retired Police officer, at the rank of Superintendent now businessman Clement Niyibingira caused a stir earlier this week when he decided to block Old- Cyanika- Kisoro road with stones after storm water continued to drain into his residence.

The actions of Mr. Niyibingira left municipal authorities puzzled however it amplified the cry of the town dwellers who claim due to poor roads, transportation of goods and flooding in the town has worsened.

Among the roads under serious scrutiny include Rwalinda Rukimbira road, Chuho road, Mutanda road and Old Cyanika- Kisoro road.

While speaking to Voice of Muhabura, Mr. Niyibingira said his actions were constitutional because he has the right to help himself when responsible authorities are no longer up to the task.

“It’s been more than a week and no one from the Municipality nor any official from Uganda National Roads Authority (UNRA) has engaged me on the matter. If and when they decide to remove the stones, I will be here waiting, Niyibingira explained

Godfrey Sebahire, a motor cyclist operating at Mayor’s Gardens stage says carrying passengers is tricky because the potholes are deep and wide.

“We really don’t know what to do at this point, we would strike but it will not help our customers. The leaders always make empty promises”, Sebahire said

Southern Division LC5 councilor Agaba James says he is aware that the Municipal authority has a budget for road maintenance however it is not clear how it is spent.

“We are pushing for a tourism city status but how shall we achieve it with such poorly maintained roads, it is impossible. I am aware money for road rehabilitation comes therefore our technocrats and other politicians need to work for the people, Agaba lamented

Clement’s compound flooded with water

Kisoro Municipal Mayor Richard Ndyana says the authority is doing its utmost best to ensure roads in the central business town are improved.

He vowed to use the available resources to temporarily fill the potholes on the main roads as they wait for the ministry of works to fulfill their 15km roads pledge.

Bukimbiri County Member Of Parliament Eddie Kwizera WA Gahungu that all major roads are in poor state and yet contracted road gangs continue to receive payment for no work done.

Hon. Wa Gahungu said it is important that all road gangs are known for the benefit of the public rather than keeping such information hidden from the ordinary man.
