Senior Superintendent of Police (SSP) Richard Musisi moves to Kalangala also known as Ssesse Island as the District Police Commander (DPC) after valiantly serving 16 months as head of Police in Kisoro district.
Musisi hands over the reins to Senior Superintendent of Police Mugerwa Benard from Senior Command Course.
While speaking to the media, SSP Musisi described his time in Kisoro as pleasurable and commended all local leaders for their cooperation.
According to Musisi, the Bafumbira are hospitable and welcoming.
However, his time in Kisoro was not without trials which he successfully overcame.
“I have been deployed to several districts in this country, but it is from Kisoro that I attained my promotion to SSP, and I am forever grateful”, Musisi said.
Musisi thanked the Inspector General of Police Martin Okoth Ochola for promoting him to a new rank and commended the Ugandan Government for its good leadership.
His time as Kisoro DPC coincided with the Congolese refugee influx from Eastern Democratic Republic of Congo that saw hundreds of Congolese fleeing conflict into Kisoro district.
During that time, Security within the Municipality was spread thin in order to counter any pending dangers from across the border.

This created room for local criminals, especially the youth to use iron bars, knives and pangas to terrorize the local communities.
Musisi admits that Police had to double its efforts just to return sanity to the town that had been overcome by delinquent youth.
It was no longer safe to move pass 7pm however Police with its sister agencies deployed, under the name dubbed, ‘team no sleep‘ until security regained control of the developing town with tourism potential.
A total of 21 youth were arrested and taken to court to answer on charges of aggravated robbery.
A secondary school teacher and criminal mastermind, Henry Mbonigaba was arrested, thanks to a joint security operation between Rwanda National Police and Ugandan Security.

Musisi says Security in Kisoro attained a major victory over crime after arresting Mbonigaba who is believed to have been running several criminal gangs in Kisoro.
Musisi, who was a regular light walker with the Corporates walking group every Saturday says, Kisoro will forever be his home.
He called upon his incoming counterpart to carry the mantle of excellence and maintain a good working relationship with local leaders and the media for the development of Uganda.
