Kisoro district has today received its newly appointed Resident District Commissioner (RDC) Sengobba Shafik Sekandi.
Sekandi, who has been serving as RDC in Kanungu is not new to Kisoro district where he served back in 2015 until early 2019.
He replaces Retired Captain Peter Mugisha who has since been dropped by Office of the President alongside his deputy of 8 months Dan Ndikumwami.
The news of Sekandi’s return has since left a section of district councilors bickering about Government’s unfairness in its mode of selecting the new RDCs.
The dissatisfaction was openly expressed during last week’s council meeting where the councilors said Bafumbira are often sidelined when it comes to selecting leaders.
They also stated that the district has always been voting 100% for the NRM Government but the concerns and wishes of the people continue to be ignored.
These sentiments were carried forward by Kisoro district LCV chairperson Abel Bizimana.
During the same meeting, several district councilors vowed to lock the office of the RDC until Government recognizes their concerns.
Kisoro Police was involved resulting in the detention of one Councilor, who released within hours.
Upon deeper reflection, the Kisoro district LCV Abel Bizimana and other councilors quickly recanted their earlier claims that they would not receive Shafik Sekandi
“We warmly welcome our Comrade Sekandi back to Kisoro, He was and is still a hardworking and committed cadre. It is my desire that our offices continue to work well like they did in the past”, Bizimana explained.
Bizimana and Hajji Sekandi’s predecessor Peter Mugisha often clashed publicly over issues of money and Political interference.
Hajji Shafik Sekandi became the darling of Kisoro’s Political Class and the communities after proving that solutions could be found without bitter exchange of words.
He also helped solving the increasing guns that were being found in the district.
He also handled the smooth transition of M23 rebels who handed over their weapons to Uganda back in 2015.
Out with the Old, In with the New
Rtd. Captain Peter Mugisha will always be remembered for his tough stance on Government directives during the Covid-19 Pandemic Lockdown that lasted more than two years.
During that Lockdown, Mugisha directed that the public be caned for failing to follow Covid-19 Standard Operating Procedures (SOPs) and he often fell out with the media because of their attempts to cover district covid-19 task force meetings.
Mugisha has been described as a no-nonsense man who put the NRM party and security first.
His counterpart and deputy Dan Ndikumwami was more media friendly and connected well with the Youth.
Ndikumwami, also known as Danfordio Music came to the limelight following his songs on Covid-19 as well as encouraging Youth to love their country.
Several people have said Ndikumwami still needed more time to serve as an RDC.
He has since been replaced by Robert Tukamuhebwa.
