Hajji Badru Mayanja, the Kisoro Chief Administrative Officer (CAO) enters the weekend a celebrated hero and champion of civil servants, particularly the teachers, who claim they have long been mismanaged at the hands of the Kisoro District Senior Records officer, Molly Nyiramahoro.
In a circular dated, 19th July 2023, the CAO Kisoro, requests a complete handover of the Registry for a period of one week, to sort out administrative issues.
The entire Registry Staff has since been given a sabbatical.
Hajji Mayanja declined to divulge details however Ms. Nyiramahoro and her entire department are being investigated for misconduct and insubordination.
Nyiramahoro, during a phone interview with Voice of Muhabura says she is not aware of an investigation into her office.
She claims she is currently on official leave.
The Registry, which falls under the purview of Administration can be described as the library of the entire district Local Government.
It is responsible for providing file numbers for all civil servants as well as keeping all their files.
It is through the Registry that the CAO formally writes and also receives letters which are then placed on file.
The Registry also receives the six-monthly appraisals for all Civil servants.
A reliable source says, resource allocations meant for the Registry are often minuscule as a result of poor budgetary planning from the Administration.
Head of UNATU in Kisoro Alex Matata says, teachers working in Government Schools have long suffered at the hands of the Registry staff.
Matata says it can be challenging to get appraisal forms and other sensitive documents like appointment letters without first releasing money in form of appreciation.
The action taken against the Registry staff comes at a time when the district leadership is faced with mounting pressure over corruption allegations in the District Service Commission.

Mbereyinka Bernard, a political analyst from Kisoro says, he doesn’t think the CAO’s actions are enough. “Many officers at the district have made themselves demigods, after getting their appointment letters, they look like they are the only people who have made it in life. They end up suffocating those they are employed to serve. It’s unjust”
Sebazungu Richard says Kisoro is the most corrupt district he has ever been.
“When you reach in some departments you find son uncle in-law and Grandchild just investigate you will tell me”
Hagumimana Robert says, “One time she May Meet me in the same registry, I will teach her a lesson of her lifetime, N.b I don’t fight people with my hands or physically.”
