The Town Clerk for Kisoro Municiplaity Alikwan Ayubu Kisubi has directed Mr. Rwendeye Hamza Kent to demolish the illegal developments at Saaza Playground and to restore the land to its original state.
In a document dated 29th January 2023, the town clerk writes to the developer explaining that any developments taking place on Saaza Government land is illegal and was never approves by the Municipal Council.
It has been more than two weeks since road construction works behind one of the goal posts leading to a property owned by Businessman, Rwendeye Hamza Kent have been ongoing.
Ayubu says in the letter that the powers to grant or not to grant permission for any development is vested in the municipal council as per the Physical planning act (as amended) and Building control Act 2023.
Ayubu confirmed to Voice of Muhabura that the letter is authentic and has already been served to the developer.
Rwendeye Hamza Kent says he has seen the letter, and he intends to response to the Municipal authorities in writing.
The creation of an access road at Saaza playground has enraged several Bafumbira who have taken to social media to question and condemn the district leadership, describing them as selfish and corrupt.
Deputy Speaker for Kisoro Municipality Joachim Hashakimana says he is well pleased with the development because the district had fraudulently given a developer land without involving the municipal council.
Hashakimana was the initial whistleblower who revealed a photo on social media showing an access road being created within the district football pitch.
He said the developer is welcome to discuss with the municipal authorities through the correct chances to ensure the projects are done and completed in transparency.
Kisoro Chief Administrative Officer Hajji Badru Majwala said the process of providing land to the developer was done after serious consultations with the District Council.
According to Majwala, permission to construct an access way falls solely in the jurisdiction of the municipal authority.
Kisoro District LCV Chairperson Abel Bizimana said he does not wish to comment on the matter of the developer.
He however explained that plans to convert Saaza playground into a sports complex which will include football pitch, netball, running track and other amenities are underway.
