A 38-year-old man is fighting for his life at St. Francis Hospital, Mutolere in Kisoro district after he was involved in a serious road accident at Nateete trading center along Kisoro-Bunagana Road.
Gasore Fred, a street hawker of clothes and resident of Gako, in Muramba Sub County is currently admitted to the Intensive Care Unit at St. Francis, Hospital after doctors recommended, he is surgically amputated to save his life.
Unlucky Fred, was a passenger on a motorcycle registration number still unknown, being ridden by one Edison Kwiringira, 18 when a speeding Government motor vehicle knocked them down.
It is believed that Kwiringira walked away without a bruise however his passenger, Gasore Fred regained consciousness after the impact, only to realize his right limb had been detached from the rest of his body.
Eyewitnesses at Nateete Trading center, where the accident occurred say, Government motor vehicle registration number UG7056M being driven by Kisoro District Health Officer, Dr. Stephen Nsabiyumva was the cause of the accident.
It is believed that the driver of the motor vehicle, Dr. Nsabiyumva was dangerously overtaking when he collided with the motorcycle.
Upon realizing his mistake, Eyewitnesses say, the good doctor, decided to drive away at a terrific speed to avoid being lynched by angry people, only to end up, crashing into a water drainage at Muhabura Shine Secondary School.
Kigezi Region Police Spokesperson Elly Maate confirmed the accident and cautioned road users against over speeding.
One of the first responders at the scene, Kisoro Mayor Richard Ndyana, says he helped take Gasore to Mutolere Hospital with support from the residents of Nateete trading center.
“We were driving along the same road when we heard a loud bang behind us. We stopped to ask what had happened and all people could tell us, was they have killed him”, Ndyana narrated.
Ndyana says, the boda boda rider (Kwiringira) and a few other people carried the accident victim and his detached limb into the car, and he was rushed to Mutolere Hospital.
While at St. Francis Hospital, Mutolere, the victim was in extreme pain but was resistant to have his leg surgically amputated because of the medical costs involved.
“I took responsibility and signed the paperwork for the man and his family because I realized I know his family well. He had refused to get treatment because he is too poor”, Ndyana said.
Kisoro District Health Officer Dr. Stephen Nsabiyumva was eventually admitted to the same hospital.
His condition, according to Police Sources was not alarming however he refused medical personnel to withdraw blood to conduct a blood alcohol test.
This test also known as a blood alcohol concentration (BAC) test is commonly used to see if a person has been drinking recently.
This test can find alcohol in your blood for up to 12 hours after drinking.
Dr. Nsabiyumva faces two counts of dangerous overtaking and over speeding, if found guilty.
Health workers in Kisoro district have been known to have drinking problems that affect their work performance and family life.
Family Speaks Out
Gasore Fred said he wants the District Health Officer Dr. Steven Nsabiyumva to pay his medical bills and support him with welfare for his family.
His wife Jennifer Musabyimana says her husband has been their rock. He provides for the children and meets all the family needs.
She said her family needs to know that Dr. Nsabiyumva will meet all medical bills and support the family to move forward otherwise, they will consider taking legal action against him.
