Kisoro; The Kisoro district LC5 Chairperson Mr. Abel Bizimana has said that he is confident of winning a court case against him on allegations that he is not qualified to be a district chairperson due to academic credentials.
Mr. Abel Bizimana was dragged to Kabale high court last week by the former LC5 Chairperson Mr. Bazanye Milton who for second time lost an election. Milton alleges that Bizimana Abel lacks a Uganda Advanced Certificate of Education or its equivalent hence unqualified to hold the position of an LC5 Chairman.
According to the electoral commission requirements, for one to stand as an LCV Chairperson, he/she shall have attained a minimum academic qualification of Uganda Advance Certificate of Education (A ‘level) or its equivalent.

According to Milton, he is unaware where Abel completed his A’ level from or where he attained his Certicate equivalent. He says his intention of suing Bizimana is to bring the truth to light.
“As far as I know, I am un aware of an institution where he completed his A ‘level from yet it is the foundation to all other advanced levels of education, “said Milton.
in a press conference on Friday 7th May 2021 at Mondi Campsite in Kisoro Municipality, Abel Bizimana said that his education was majorly sponsored by government that later employed him in a district that the complainant led.
“I studied on a government scholarship for my diploma, government later alone employed and even I contested for a political seat in the same government, ”
Bizimana adds, “The complainant was my boss at the time of my employment, he was the Vice Chairperson LCV and I was a health worker, still when he became chairperson, I was under his supervision. I won an election and reigned for five years; I have still won and ready to swear in since court has not yet stopped me.”
Bizimana boosts of his three bachelor’s degrees, five diplomas, and yet to graduate in a Master of Science Degree.
However Abel says that his fate rests in hands of court which will judge on the matter.
He has hopes of retaining the victory as usual since he has a team of six competent lawyers.
He adds that if there is any mistake in his qualifications, government is to blame.
“My six lawyers are very ready to handle this case with all it takes to win. In any case government fathered my higher education and it can be blamed for any loss,”Bizimana says.
The case is under high court and the two parties; Abel and Milton are waiting for a call from court for further proceedings.
