The Bukimbiri County Member of Parliament, Hon. Eddie Kwizera Wagahungu has expressed disappointment that decentralization of health and education services have had little impact on ground.
Hon. Kwizera, who is on a 2-week tour of government projects in his constituency, says the poorvand minimal supervision on public health centres and educational institutions in the county is a result of the decentralization system.
Speaking to www.vomuhabura.com after Monday’s tour in Nkuringo Town Council and Nyarutembe Sub County, Kwizera Wagahungu said the performance gaps in the two sectors have been greatly caused by Departmental Heads, who ‘feel they cannot be transferred.’
“In Bukimbiri, it seems there are no health and education services. People dissatisfied with these services due to poor supervision. This is undermining decentralization…” said Kwizera.
According to him, he will move a motion in Parliament to decentralize appointment of heads of department for Agriculture, Health and Education.
He blames poor services on office bearers who are sucked into tendencies of corruption, favoritism and influence since ‘they believe they cannot be transferred.’
“Decentralization was meant to bring services closer to the people, but these people are undermining the core principle. I will write a report to the District leadership and the Permanent Secretary in the Ministry of Local Government.” Said Kwizera.
However, while in Bikokora village, Nkuringo Town Council, he commended the Kisoro District Local Government for spending over 60 million shillings on the Bikokora Bridge that connects Nkuringo to Nyabwishenya and Kirundo Sub Counties.
During the visit, Bikokora and Nyarutembe residents expressed concern over the poor state of their road network, and the need for electricity connection.
In response, Hon. Gahungu said that electrification will be commissioned in these areas on 20th May.
“I spoke to the relevant people in Kampala and I was assured that the project would be rolled out by 20th this month.
The district has also assured me that the tractors will be here to work on your roads before the end of this week,” he said.
Meanwhile, Hon Kwizera visited the Nyakabande Airstrip to assess the progress of the renovation works.
He told our reporter that works are currently at 60%, and the face-lift would be complete by the end of this month.
