The Kisoro district acting Productions officer, Dr. Herbert Ngabo Bubasha has spoken out against the nasty allegations by district councilors accusing him of swindling over 54 million shillings meant for a demonstration farm in Maziba, Bunagana town council.
According to Dr. Ngabo, Councilors need to know their scope of authority and avoid engaging in actions that might have legal implications and cost the district financially.
The comments come following a resolution passed by the district council on October 4th 2021, by district speaker Amos Hakizimana, following a consensus from the August house demanded that Dr. Herbert Ngabo temporarily step aside from his capacity as acting Productions officer.
The reason for the decision was Dr. Ngabo’s inability to account for 54 million shillings to the council.
Dr.Ngabo, while speaking to Voice of Muhabura says, the decision by council was unlawful and has no bearing on his capacity to serve as a productions officer.
“Offices of Government like the one am currently serving in, is acquired through a process conducted by the District Service Commission and not by councilors who have no authority to give me any job therefore they have no right to remove me from office”, Dr. Ngabo explained
He further noted that, under section 173 of the Constitution of Uganda, the law provides that any Government worker has a right to a defense before being tossed out of any office and therefore Councilors need to respect the process.
Dr. Ngabo further pointed out that due to the gullibility of councilors, they failed to hind to the advice of the Chief Administrative officer Ismail Onzu Musa who tried to prevent them from making a mistake.
“I am aware some elements in the council do not wish me well however their attempts to have me removed from office were thwarted by God and the Constitution of Uganda, Our country is democratic and therefore it is impossible to remove me from office without clearing presenting evidence“, Dr.Ngabo emphasized.
Dr. Ngabo further challenged any one to come forward with evidence of his abuse of office adding that until then, he will continue to serve the people of Kisoro.
“I only have one request, that my accusers give me peace of mind to serve in my capacity because I studied Bachelors and Masters at the University in order to acquire knowledge to improve lives of the people of Kisoro“, Dr. Ngabo said
During a phone interview with Voice of Muhabura, the Kisoro district speaker Amos Hakizimana explained that the district Public Accounts Committee (PAC) is scrutinizing the audit that was given to them by the Kisoro district auditor before further actions will be taken.
