The future for Bukimbiri County in Kisoro District hangs in the balance after a motion by one of the district councilors to have Bukimbiri curved out of Kisoro as its own district was denied.
The private members’ motion was moved by the Nyanamo Town Council LCV Woman Councilor, Kamusiime Juliet during the district council meeting and was seconded by the LCV councilor for Rubuguri town council, Byamugisha Deus.
Kamusiime said the people of Bukimbiri have continuously expressed their desire to have an administration of their own due to the ineffective service delivery that stems from alleged tribal segregation in job distribution and access to other essential services.
According to Kamusime, Bukimbiri County is well endowed with Natural resources and competent leadership that will ensure the continuity of the people of Bukimbiri.
Bukimbiri County boasts of a wide range of mineral resources including Gold, Iron-ore and sand among others.
It also hosts Bwindi Impenetrable National Park, home to the endangered Mountain Gorilla. It was also identified as a UNESCO World Heritage Site in 1994 for its rich biodiversity.
Councilor Kamusiime and her well packaged rhetoric on the advantages of Bukimbiri standing on its own as a district failed to imbue on the minds of the August house.
The Kisoro District Chief Administrative Officer, Hajji Badru Mayanja said that the motion cannot be passed until the mover of the motion follows proper procedures of consulting lower local governments in Bukimbiri County.
Hajji Badru Mayanja also reminded the August House that creation of new town councils and districts was temporarily banned by parliament.
A circular issued in early 2021, by the Minister of Local Government Raphael Magyezi, stopped the creation of new administrative structures due to the existing funding gaps in local government.
District Speaker, Amos Hakizimana ruled that the motion be forwarded to sub counties and town councils in Bukimbiri Sub County before it can make a return to the main district council.
