Kisoro LC5 Chairperson Abel Bizimana has stormed out of the Kisoro District Council meeting over discrepancies with the District Council Speaker, Amos Hakizimana, on submission of his statement.
The Council is sitting today to among other things pass the 2024/2025 FY budget.
Bizimana moved out after Hakizimana denied him a chance to table his submission to the council.
Hakizimana said the LC5 boss has refused to heed to his advice of sharing with him his submissions earlier enough before the Council sitting.
Before the last Council held in March this year, Mr Hakizimana wrote to Mr Bizimana informing him that he should be submitting his communication to him a few days before the council sitting.
When Bizimana rose to pass his communication, Hakizimana rejected, reminding him that he failed to inform his office.
This was after Agaba James, the Southern Division Councilor in Kisoro Municipality, asked Speaker Amos Hakiziamana, to present the letter written to his office by the LC5 Abel Bizimana.
Agaba demanded to know whether the LC5 Chairperson had presented his communication to the Speaker’s office.
“Mr Speaker Sir, on March 28, 2024, as the District Council was proceeding, the speaker emphasized that the LC5 should always write to the office of the speaker at least three days before (the council sitting),” Agaba said.
It is from this point that Amos Hakizimana said that the council session could proceed without the LC5 Chairperson, and Bizimana consequently walked out.
This sparked off a debate among the councilors, with the Chahi Sub County councilor, Wilson Kazimili, accusing his counterpart, Agaba James, of pushing for his personal benefits.
Shortly after moving out, Bizimana accused the Speaker of tormenting him for his political inclination.
He told journalists, “Ever since Amos decided to become the political agent of my opponent (Kanya Roland Nkrumah), he decided to harass me. That’s why he can even expel me out of council without even quoting any rule of procedure.” Abel said.
This is not the first time Mr Bizimana is storing out of the Council meeting over disagreements with either Councillors or the Speaker.
