Police in Kisoro district are holding a 47-year-old man from Rutooma village, Nombe Ward in Rubuguri town council following a joint operation with officers from Operation Wealth Creation (OWC) after learning that he had sold three of the cows meant to benefit other community members, under a revolving scheme.
The suspect has been identified as Byomugabe Charles.
Kisoro District OWC commander, Colonel Deo Kayita said the suspect received one heifer more than three years ago, since that time, the cow has produced two bulls.
Col. Kayita says the suspect admits selling the two bulls and the first cow he got as a beneficiary of the Government project.
He becomes the second beneficiary in Kisoro to sell a cow from Government.
According to the Presidential standing orders, a beneficiary can only sell, if the first cow gives birth to a bull only however if it is a cow, it must go to another beneficiary.
Col. Kayita says Byomugabe will face the law in a bid to deter other people who think they can do the same.
Operation Wealth Creation in Kisoro has distributed over 800 heifers since 2015.
The data of cows shared from the revolving scheme was not available at the time of filing this report.
Intelligence reports have also revealed that some local leaders are the main culprits behind the buying and selling of cows, with some cows ending up in the Democratic Republic of Congo.
LC2 chairperson, Nyarutembe Parish in Nyabwishenya Sub County said that two cows have sold to the LC III chairperson Laurent Uwirigiyimana.
Voice of Muhabura was not able to independently verify the claims.
The Nyabwishenya sub county LCV Councilor, Barihafi Posiano said weak sub county leadership is the major factor causing Government loss due to lack of supervision.
