A total of 20 councilors of Kisoro Municipality together with the newly elected Mayor, Mbonigaba John King, have officially been inaugurated, pledging to improve service delivery among residents of the municipality.
The inauguration ceremony, held at the municipal headquarters, was presided over by kisoro chief magistrate his worship Patrick Bamuhiga. Division chairpersons and councilors were also sworn into office during the same function.
Following the inauguration, the Kisoro Municipal Town Clerk, Mugisha Richard, handed over instruments of power to Mayor Mbonigaba, officially ushering him into office.
During the ceremony, Mayor Mbonigaba nominated members of the Municipal Executive Committee, who were later approved by council.
The approved members included Rwagyeyo Shalot as Deputy Mayor, Mbonigaba Augustine as Secretary for Planning, Birugyi Sharifa as Secretary for Social Services, and Hashakimana Joachim as Secretary for Works.
Speaking shortly after assuming office, Mayor Mbonigaba highlighted key priorities for his administration, including rehabilitation of roads within the municipality, improvement of the mayor’s garden, and strengthening the education sector through provision of better furniture and rehabilitation of school buildings to improve learning conditions for students.
Voting of municipal and division speakers
The function was followed by the election of the Municipal Speaker, where three candidates contested for the position.
The contestants included Michael Tumwizere representing Nyagashigye Ward, who secured six votes, Hashakimana Joachim who also obtained six votes, and Geofrey Nsubuga representing Busamba Ward, who emerged victorious with eight votes.
However, the declaration of the winner was temporarily challenged by Hashakimana Joachim, who called for a re-election, citing provisions of the Local Government Act governing the election of speakers.
Chief Magistrate Bamuhiga, who supervised the election process, clarified that the law referenced by Joachim applies to district speakers and not municipal speakers before officially declaring Geofrey Nsubuga as the new Municipal Speaker.
Elections of division speakers
The municipality’s divisions also elected their division council speakers during the same event.
Mugabirwe Dezanje was elected speaker for Central Division, Mwunvaneza Peter for Northern Division, while Nyirabaganda Hadija Chomukana was elected speaker for Southern Division.
