Kisoro: CAO Institutes Grievances Handling Mechanism after Registry Debacle

The Kisoro District Chief Administrative Officer Hajji Badru Mayanja has said the general public and all aggrieved civil servants in the district will be given an opportunity to report all their complaints affecting service delivery in the district.

Hajji Mayanja, who did not specify the exact date and time when this all- inclusive day will take place says, he has decided to have a Grievances Handling Mechanism.

According to Sector Budget guidelines in Local Governments, Grievance Handling Mechanisms are supposed to develop Procedures for recording, investigating and responding to grievances.

The purpose is to provide affected people with avenues for making a complaint or resolving any dispute that may arise during implementation of government funded projects.

The development comes following the reinstatement of two out of three workers in the district registry who had been suspended for one week, pending investigations.

Nyiramahoro Molly, the Senior Records Officer, has however not been re-deployed but instead been directed to start up a resource center and take care of the district Archives.

In a circular dated, July 19th, 2023, the CAO Kisoro, requested the senior records officer to completely handover the Registry to the CAO’s office for a period of one week in order to sort out administrative issues in the unit.

Mayanja did not divulge the findings of his investigations but confirmed that the other staff have been re-deployed under the direct supervision of his office.

He further noted that the Senior Records Officer, Nyiramahoro Molly, who was the subject of the investigations has not responded to the CAO’s communications.

Mayanja said the public meeting will allow anyone who is aggrieved to express their concerns so that they can be sorted out.

The Kisoro district LCV Chairperson Abel Bizimana says the decision by the CAO is right and he should not be swayed by fear and intimidation.

During a recent engagement, Bizimana referred to himself as a hustler who gets things done because it is what the people need.

He stressed the importance of not allowing the Senior Records Officer back into the registry saying, many people have suffered at her hand.

No love is lost between the two people, as a social media posted that leaked showed a conversation between Abel Bizimana and Molly Nyiramahoro that quickly turned abusive.
