Former Kisoro District NRM Vice Chairperson, Ramathan Ndikuyeze, has petitioned the NRM Elections Disputes Tribunal, citing widespread irregularities in the Kisoro Municipality mayoral primaries held on July 24, 2025.

Ndikuyeze, currently the LC3 Chairperson for Central Division and one of the mayoral aspirants, claims the elections were marred by procedural flaws, including the use of incorrect voter registers, inflated voter numbers, and underage student participation.

He alleges that individuals who were not in the NRM village register, including students below voting age, were allowed to cast votes, resulting in numbers that exceeded registered voters in some villages.

Videos circulating on social media show youths supposedly under 18 years lining up at Shaza and Mayor’s garden polling stations on Thursday.

In his petition received today by the NRM Tribunal, Ndikuyeze calls for cancellation of the results and fresh elections. He emphasized that only eligible, registered voters should participate and that results must align with the official village registers.

Another candidate, Mbonigaba John, also known as John King, echoed similar concerns, calling for a re-election in the villages of Karumena, Kisoro Main, and Kisoro Hill. He welcomed any decision that would lead to a fair electoral process.

However, a third aspirant, Nambajimana Alex, declined to comment, accusing the media of biased reporting.

On Friday, John King demanded fresh elections in the three villages.

Kisoro deputy Resident District Commissioner, Robert Tukamuhebwa announced that a re-election would on Saturday be held at Karumena village only, ‘where the number of voters was beyond the number of the people in the register.’

Mujambere Tadeo later called off the re-election, after Mr Ndikuyeze and John King vowed not to participate in the fresh polls.
