The Kisoro District Chief Administrative Officer Badru Majwala Mayanja has clarified that all land belonging to Government located in new Town Councils belongs to the district.
According to Mayanja, the land belongs to the district and is managed by the District Land Board.
This can only change if and when the district makes a transfer of a particular piece of land and gives a land title before handing it over to any Lower Local Government.
The comments come following growing anxiety among leaders of Lower Local Governments of Chahafi Town Council and Bunagana Town Council.
Leaders from Chahafi Town Council and Bunagana Town Council claim that, their powers to utilize assets and other resources found in their jurisdiction is being usurped by the district leadership.
The district Council, under the leadership of the district Speaker Amos Hakizimana directed that land for office space be allocated to Murora Sub County from Chahafi Town Council.
The did not sit well with the Chahafi Town Council LCIII chairperson Hadard Nkuzimana who said some leaders with personal interests are advancing their agenda at the expense of the people.
Nkuzimana named Kisoro district LCV chairperson Abel Bizimana as one of the people in the district who have personal stake in allocating land at Kukabakobwa in Buyora Village.
According to Nkuzimana, the process was done erroneously, and he is not willing to abide by the district council resolutions because they are not the final authority in the land.
Recently, Bunagana Town Council leaders raised up in arms, accusing the district leadership of diverting revenue collection amounting to 100 Million from DOTT services.
Leaders of Bunagana Town Council and Chahafi Town Council base their argument on guidelines for establishment of newly Created Towns in which point number 5, under Assets and Revenue Sources in New Town Councils, states that all assets i.e., Land and buildings owned by the Sub County that are within the area of Jurisdiction of the New Town Council become Assets of the Town.
In December 2022, Muramba Sub County Council refused a district council’s resolution offering, three acres of Rwerere public land to the area Member of Parliament, Hon. Alex Niyonsaba (Seruganda) for the establishment of a Tourism and Hospitality institute.
During the Sub County extraordinary council meeting, Seven out of nine councilors presented a vote of no- confidence in the district resolution.

Kisoro District Speaker who doubles as the LCV councilor for Chahafi Town Council Amos Hakizimana castigated leaders of Lower Local Governments for being disrespectful to their superiors.
Kisoro district LCV chairperson Abel Bizimana distanced himself from the accusations being made by Bunagana Town Council saying his position does not allow him to operate mischievously.
He accused the Town Council of Bunagana Town Council Emmanuel Mbonye for being responsible for the revenue collection woes in Bunagana.
Bizimana further called on the Chief Administrative Officer Badru Mayanja to caution accounting officers in the town councils to remember where their authority stops and avoid tainting the image of the District Chairman.
