The Kisoro Municipal Mayor Richard Ndyana has confirmed that the Old Market does not have a land title which could threaten the possibility of securing a 25 billion shilling Market under, the Markets and Agricultural Trade Improvement Programme (MATIP)
His Worship Richard Ndyana however explained that the process of acquiring a land title for the Market that is located opposite Shell Petrol station has begun.
“We anticipate that the land title will be ready by the end of the week. We are in touch with the Registrar of land titles in Kabale and it is our prayer that the process is expedited, Ndyana explained
Ndyana said the municipal authorities are dealing with fellow human beings and not angels therefore it is understandable, if the Ministry of Local Government offers an extension of time to see that the matter is resolved efficiently and in a transparent manner.
The comments come just one day following a Stakeholders meeting that recommended that the decision to convert the Mayors Gardens into a Modern market be reverted as soon as possible.
The same meeting recommended that Gatimba Market also be converted into a green belt.
Ndyana, who was the chairperson of the meeting said Municipal sectoral committees including Finance and Administration and Social Services sat today to review the recommendation.
He noted that the sectoral committee on Works is expected to meet tomorrow, 22nd September 2021, to consider the recommendation.
“We want to assure the public that council will sit before the end of the week to change the earlier minute that said it was okay to convert Mayor’s gardens into a Market. The public has spoken and we have listened, Ndyana noted.
Online Petition Launched as Bafumbira Lose Trust in Leaders.
Vomuhabura has seen a petition dated September 20th 2021, titled Save Mayor’s Garden from Destruction, written to Kisoro Mayor Richard Ndyana.
The On-line petition that has been signed by 428 people highlights key issues including, Lack of participation and meaningful consultation, Re-development of existing markets, Allegations of advancing individual interests, Protection of the biodiversity and promotion of the physical and mental health of Municipal residents, Progress towards Tourism City Status among other issues.

When contacted about the petition, His Worship Ndyana Richard categorically stated that he had not seen any petition.
“We have been overtaken by events. We can understand the frustration of the public however we are working to resolve the problem, therefore if a petition does exist, it will be used for future reference”, Ndyana explained
Ndyana offered a Rufumbira proverb, Umuyobozi nikibungo, meaning that a leader must be prepared to be dragged into the mud and accused of anything.
He advised his fellow leaders at the municipal level not to be angry but work to re-build trust with the public.
