Kisoro Resident District Commissioner (RDC) Hajji Badru Sebyala, has said his office is investigating civil servants who applied in the ongoing recruitment of Census enumerators and registration officers for the National IDs.
Local Governments are recruiting staffs to help in both the National Population and Housing Census 2024, and the enrolment for National Identity Cards under the National Identification and Registration Authority (NIRA).
The RDC says he received information that government workers were struggling for slots with unemployed youths, and they are using their connections to win positions at the expense of the unemployed Ugandans.
According to Sebyaala, “for fairness, recruitment should give priority to the unemployed in face of this opportunity.”
He adds that although he “has not seen any legal background for those already employed to be ejected, government is facing unemployment as one of its biggest challenges, and the unemployed should take the biggest slot.”
The Chairperson opposition Forum for Democratic Change (FDC), Vincent Mushakamba, is among those who have expressed discomfort against civil servants fighting for these jobs.
“We are saying enough is enough. Mr CAO I am requesting you, step in. Please filter these people out. Let these jobs be for the marginalised people. Let the poor people also have their share on the national cake,” said Mushakamba.
In an interview with www.vomuhabura.com, Mushakamba said it is absurd for people employed by the government to take over such opportunities that would rather rescue the unemployed.
Meanwhile, the Kisoro District Finance Secretary for Youths, Hakizimana Morris, expressed his shock over teachers who are dashing for these temporary jobs.
“How can a Secondary school science teacher that is earning 4 million fight for such jobs with an unemployed youth? I urge the relevant authorities to offer this rare opportunity to the unemployed people, and let these government employees attend to their jobs,” Hakizimana said.
He added, “shall we be crying over poor service delivery when we give our teachers, nurses and other government officials second jobs? These are the things letting down government projects and institutions.”
The Uganda Bureau of Statistics is recruiting staff for the National Population and Housing Census 2024, which is slated for May 10-19, 2024, with May 9 being the Census night.
At least 114,460 enumerators and 18,483 supervisors are expected to participate in the exercise.
On the other hand, as the Government gears up to issue national identity cards and identification numbers (NINs) to its citizens, the National Identification and Registration Authority (NIRA) launched a recruitment drive to hire over 10,000 workers.
The demand for these positions is evident, with over 100,000 people applying for the available jobs, according to NIRA executive director Rosemary Kisembo.
Successful candidates, who will be stationed across the country’s 10,717 parishes, can expect to earn approximately shillings 500,000 for each of the 10 months.
