The untimely departures of Ismail Onzu Mussa (Kisoro district Chief Administrative Officer) and Kisoro Municipal Town Clerk Sharifa Nakintu to their new respective duty stations in Kapchorwa and Rukungiri districts respectively, usher in a new era of hope and change for the district.
The farewell parties at the weekend, proved timely as it provided an opportunity for the exiting two leaders to interface with the incoming ones as well as allow room for reconciliation among aggrieved parties, both technical and political alike.
Hajji Badru Mayanja, who now takes over from Ismail Onzu says, what he lacks in eloquence of speech, he more than makes up for, in his work ethic and ability to streamline duties, as stipulated by the law.
While appearing before the district chairperson and other stakeholders, Hajji Mayanja said his smile is never too far but neither is his determinedness to do the right thing.
A relieved Onzu says, change of duty stations is routinely normal and expected.
A transfer to Kapchorwa district, Onzu says is more or a less an answered prayer of mine because it will allow him to easily access his family, which had not the case while in Kisoro district due to the long distance travel of nearly two days.
The Chief Administrative officer’s hand over report revealed that Kisoro district still struggles to attract adequate funds for development.
The same report indicates that the district is heavily indebted due to costs in repairs of district vehicles and machinery as well as costs directed to fuel.
A recent garnishee order of 197,657,267 Ugandan shillings saw the district lose 141,000,000 to one individual after the monies were taken from the Kisoro district General fund and imprest accounts.
In a letter seen by Voice of Muhabura, Outgoing CAO Onzu Mussa asks the NAADs Secretariat to address the loss that has left stress on service delivery in the district, as one of last acts of service to Kisoro.
The handover report further advises, that the production department at the district be given critical attention due to the ongoing conflict and financial loss that has been incurred over time.
The Production department is also vital to the success of the newly launched Parish Development Model (PDM).
At the Municipal level, incoming town clerk for Kisoro Municipality Haruna Kamba says he brings with him 22 years’ experience as an administrator working in several regions of the country.
Kamba stressed the importance of working together and called on the municipal councilors to avoid conflict.
“I would prefer not to be bogged down by cases of conflict. The more we fight amongst ourselves, the likelihood that much needed funds will be captured by other areas that agree to work together”, Kamba explained
The handover report from Sharifa Nakintu expressed concerns of low revenue collection and Government allocations amounting to 5 billion shillings.
Sharifa also explained that court cases and intrigue from councilors had been a stumbling block for her during her term of office as town clerk in Kisoro Municipality.
A memorable incident is when majority of the municipal councilors opposed the idea of constructing a gate house and perimeter wall and instead demanding to have the money used for a study trip.
The gate house still stands incomplete to this day.
Despite the pitfalls at work, Sharifa Nakintu said she enjoyed the hospitality and beauty of Kisoro. She noted that all those who harbored any ill feelings towards her should now consider it, water under the bridge.
Councilor representing the elderly at Kisoro Municipality Eunice Rwerekana, says Nakintu’s brief stint showed that she was a woman of great resilience and proved quite resourceful.
Rwerekana welcomed the new town clerk and stressed the importance of hitting the ground, while running because the authority has a major struggle of dealing with garbage and sanitation, street lighting and low revenue collection.
